No, TBATE is actually just fine.
Blue Lock is famously powerpoint animation, but it actually works well. I think of it as an animated manga panels, kind of like 60s Thor/Hulk/Sub Mariner/Captain America cartoons. Actually Blue Lock does throw in some sakuga at appropriate times.
If you really want to see bad animation, watch Teogonia episode 1, but I don't want to trash it too much because the art and story have their merits.

This had a terrible first 2 episodes, and I was ready to drop it, but the last mini-arc eps 3 and 4 have demonstrated that the story has some heart, and our protagonist has some interesting powers.
The guys in the ship with the duck head and kitten basket on the sails, clean shaven, with plain helmets and wearing skirts, don't look as tough as the guys with the dragon head and two headed dragon on their sail who are hearing horned helmets, have beards and carrying spears.
