Im Artikel (der leider nicht verlinkt ist) wird das Problem ausführlicher beschrieben: In Stuttgart wird gerade als Pilotprojekt alles komplett auf Digital umgerüstet. Infrastruktur, Züge und Personal (wird geschult). Da werden also für ein Pilotprojekt Millionen versenkt, um jetzt bereits zu sagen "ja das bauen wir nirgendwo sonst ein". Zumal ETCS die Signaltechnik Europaweit vereinheitlichen soll und mit den beweglichen Blockabschnitten mehr Kapazität verspricht.
