I'd say it's a bit of both. I think the rubber feeling is accurate in that it feels like your fingers are dragging but also a bit of the static crt feel.
I can tell if an electric device is properly grounded or not just by touch. I don't mean getting shocked, when I run my fingers on a surface it feels differently from when it is properly grounded.

Lots of good ideas here. This is my take:
Get a bunch of Velcro cable ties. Start grouping things together. As you go, you're going to get better placement ideas. Once everything is organized, you can decide the next step. Personally, I would look at having the PC in the bookshelf, and look for a way to put the cables in the wall.
If you do that, I'd suggest having 2 cable runs with a string looping through so that when you change things up you can easily pull a new cable.

It's stock Android TV on Nvidia Shield boxes. I'm doing firewall & DNS filtering and I'm only using Plex, Jellyfin and Wireguard. Ideally, I'd like to use a nuc style PC that has a minimal Linux and starts straight into the Jellyfin client.
I just want Jellyfin to show the same as the web UI on Android TV. If it did, I'd switch immediately.
I have 2 TCL Roku TVs. I don't use Roku for either of them, I got them because they were good and cheap. I have them set to switch to HDMI at boot & use android tv boxes. I set that up with a temporary said, then deleted the ssid after.

Whisparr is so much better with Postgres for its data back end
I have a library of videos that I've downloaded with whisparr running in a docker container. I've had a problem with the sqlite DB getting corrupted on a daily basis. I followed the guide on switching to postgres and it only took about 15 minutes, including setting up a postgres server. I really recommend anyone running it to do that. There's been a noticeable performance boost too.
