What should we be demanding of local governments for getting access to equipment like oscilloscopes and Bus Pirates?

ATM I could use an oscilloscope and bus pirate to repair a large appliance. In principle, it would be useful if I could go to a public library and borrow those tools. But since we’re talking about something more costly than media and more easily damaged, I guess it gets tricky. The library would need a refundable deposit and they would need to test every return for damage. I know of a local library that has many Arduinos for people to tinker with, along with all accessories, but they do not let any of that leave the library.

Would it make sense for an equipment rental business to rent things like oscilloscopes, and the gov to pay the tab when it gets used?
