Pavlou fined over ‘smart alec response to a reasonable request’
Brisbane activist Drew Pavlou was fined after placards he set up in the CBD were judged to be illegal advertising.
Torn between a dislike of what an arrogant prick this guy is, and the fact that his protests so clearly frustrate the Chinese Government, which is always a good thing.

It sounds like he wasn't actually in the mall anyway. He was standing out the front of the Chinese consulate, which has its entrance on Adelaide St near the Albert St entrance to the mall.
As for him being racist, he's a know-it-all arsehole, but I don't think he's racist. He's not anti-Chinese people. He's anti-CCP. He first got his fame specifically supporting Hong Kong people against the CCP.
