The suspect was taken into custody earlier this week after police received a tip-off about a video in which a 23-year-old woman talked about launching a violent attack on an educational institute.
"The woman who made the video was taken into custody about an hour later. The detention was made without drama. I can't go into details, but it happened in Vaasa," Luoto told Svenska Yle.
He added that there was a very real risk the suspect would have committed the act on the same day she was taken into custody.
