What measures can a newly formed AES state take to prevent bureacratization of democracy?

From the Soviet Union to the premise of the Cultural Revolution, it has been a common problem for the socialist projects (and always a design of capitalist liberal democracies). What measures would you propose if you were a governing party member in this hypocritical country?
